it seems that my left and right sides are uneven. I was wondering if the short side would grow and eventually catch up to the long side or if i need a haircut to get it even

I can sympathize with you in a way. I have OCD and many years ago, after what I considered an uneven haircut, I ended up shaving my head but that is extreme. (I was obsessed with every hair having to be EXACTLY the same length!) I eventually got over it, more or less. Every so often, however, if I'm not happy with a haircut, and the usual return to the shop to correct it, I'll just ask the barber to give me a buzz-cut (#2 all over, to insure evenness, with a square back.) Within five to six weeks, it looks really good and I generally let it grow out a lot more.

No, short hair does not grow faster, it only seems that way because you can see the growth on shorter hair more. Find a different and better hair person to even your hair up. If you don't really want your hair shorter then it is now, tell them you only want enough taken off to even things up and no more then that. It's hard to find a hair person that will cut hair evenly and nice. I'm having the same problem as you.
